Good question! I had a new neighbor bake dozens of cookies and deliver them to the neighbors instead of waiting for them to do that! She went especially to homes where she could "see"(toys outside)children were part of the family. Might be a bit challenging with a newborn but who knows?
I've had a lot of luck over the years meeting people at coffee shops. Even now with the baby (she's three months old), I strap her into the me tai or sit her on my lap and kick back with a book and people-watch. Folks in coffee houses are more casual, they ask about the books sitting on the table in front of you, come over to admire the baby (the me tai helps discourage people from touching her--mostly) and generally are willing to strike up conversations more than people in, say, restaurants or grocery stores. Plus, if you know the other person is a 'coffee' kind of person you're already on the way to having something in common.
Oh I think the cookie idea is great! And you could consolidate the baking to make neighbor cookies and xmas/holiday cookies at the same time.
Off the subject, I am for some silly reason surprised by the amount of spam that gets posted as comments. Just seems weird.
